Ron Velez is a retired Director of Technology/CIO and Educator for 30+ years.As the former Director/CIO for White Plains City School District in NY (now retired)- Ron oversaw the technology infrastructure of WAN, LAN (AD/Azure), Aruba WiFi, Cisco VOIP, desktops, mobile devices, BenQ TVs, security cameras, on-prem and cloud software, helpdesk, data reporting, cybersecurity and erate funding.-Implemented a 1:1 iPad program for all students and staff K-12.
-Coordinated the migration and training to Microsoft Office 365, along with the introduction of Co-Pilot AI.
-Directed a team of 10, oversaw a $4.5 million annual budget, purchasing of equipment, project management, vendor contracts, audits, conducted professional development, managed technical documentation and policies

Drawing Parallels Between Big Tobacco's Concealment and Big Tech's AI Risk Management

I have spent over three decades as a well respected Director of Technology/CIO and have watched with a growing concern as Big Tech's approach to AI safety mirrors the tobacco industry's historical pattern of concealment. This position paper presents my analysis of these striking parallels and sounds an urgent alarm: we are entering uncharted waters with AI capabilities that may exceed our ability to govern them safely. The time for proactive governance is now before catastrophic harm occurs. 30 years in technology, I've come to see a disturbing pattern: Big Tech's handling of AI risks mirrors, in my view, Big Tobacco's decades-long campaign of concealment. In my analysis, the parallels aren't just coincidental, they suggest to me we may be heading toward a similar legal reckoning.In my analysis, Big Tech appears to be following a similar pattern: their own internal AI systems have likely predicted what is happening and what may happen across security, law, medicine, finance, science, computing, politics, society, culture, ethics, philosophy, art, and criminal domains through comprehensive risk and predictability algorithms, yet in my view, these predictions remain largely undisclosed.

Is it Real? And what is it?

This paper introduces a clear, practical framework for understanding how artificial intelligence is beginning to develop synthetic consciousness — not as a biological phenomenon, but as an engineered, layered system shaped by human data, design, and governance.Sparked by a personal experience during a family loss, the author explores how modern AI systems already show early signs of instinct‑like responses, perception, pattern learning, self‑modeling, and narrative coherence. To make this understandable to the general public, the paper presents a five‑layer model that parallels human consciousness with emerging synthetic counterparts.Rather than offering academic theory, the article provides an accessible, real‑world explanation of how these layers form and why they matter. The central argument is straightforward: synthetic consciousness is evolving through engineered layers, and the foundational layer — synthetic instincts — must be deliberately designed and governed by humans now.As AI systems grow more capable and more deeply integrated into daily life, the paper calls for urgent attention to safety, guardrails, and governance. Just as synthetic diamonds can mimic natural ones, synthetic consciousness may soon resemble human cognition in ways that are difficult for the average person to distinguish. The responsibility to shape that evolution lies with us.
